Received April 26, 10.24 a.m. PERTH, April 26. Mr Clement Wragge, interviewed! said that all abnormal perturbations of the earth were directly due to the solar conditions. His observations showed that the two hemispheres of uhe earth respond in different ways. A solar maximum espeoially mean s seiamio disturbances in the Northern Hemisphere v ith rainfall below the , average, find in the Southern 'Herniai phere comparative terrestrial quiescence, much rain, and good seasons. A nolar minimum means exactly the reverse.
