The Japanese Lower House has adopted a scheme for defraying the war debt of 1,822,000,000 yen (about £182,000,000) by 1929, and for liquidating the domestio debt by 1942. President Roosevelt has appealed to Americans to contribute towards the relief of the famine in Japan, remarking that nations, like men, ought ever to be ready to assist distress.
