Its main provisions are that no Pacific Island laborers shall enter Australia after March 31, 1904, and that none shall enter before tha. date excepting uuder license. During 1902 licenses will ba allowed to threefourths of the Islanders, who have returned to their native islands during the present year, and during 1903 •to not s more thau half those who returned to the islands. No agreement is to remain* in forca after Ddcember, 1906. The persons exempted are those who have resided in Queensland continuously for five years prior to September, 1&84, those employed in port as ship's crew, and those possessing exemptions under the Immigration Restriction Act.
