SPECIAL MEETING. A- special meeting of tbe Tnapejjf County Council was held in the County Council Offices; Peel-street, Lawrence, yesterday afternoon, to confirm a special resolution passed at last special meeting- There were preaeafc.-— Ore Livingston (chairman), Bennetts, Cot' ton, Osborne, Ottrey, Oudaille, Sim, and Simpson. MINUTES. The minutes of the previous special meeting were read and confirmed, NOXIOUS WEEDS. Cr Sim moved, aud Cr Osborne seconded : " TJmt plants in the Second Schedule to * The Noslous Weeds Act, 1900," be declared noxious weeds within tbe County of Tuap- ka, aud that the Council of the County of Tnapeka do hereby confirm a special resolution intended to operate as a special order passed by them on the 12th July, 1901," — Carried. ORDINARY MEETING. The ordinary meeting was then proceeded with, the same members being present. MINUTES. 'I he minutes of the previous meeting were read and confirmed. CORJIESPONDENCE From Samuel Crawford, Dalvey, repeating his objection to the road from Dalvey to Rankleburn being ploughed aud asking that tbe matter be seen to i at once — Beceired. | From E. Filling, Millers Flat, stating that he had been requested to ask tbe permission of the Council to mark one of the cylinders of the Millers Flat bridge so that the height of the river might be guaged. — On the motion of Cr Bennetts, seconded by Cr Oudaille, the request was granted, From Jan. Allen, M.H.R., re vote of £30, Waitahuna-W'aipori road, stating that he had already written to tbe Minister on the subject. As regards tbe vote (£200) for the main road, Waitahuna to Sound Hill, he will attend to tbe matter at once.— Received. ! From the Gabriel Gold Dredging Co., ; asking permission to dredge tbe road leading across the creek to Mr Franklin's place, adjoining the company's claim. The company undertakes to form a new road across tbe oreek in lieu ,of the one proposed to be dredged and are willing to enter into the necessary bond. — On the motion of Crs Simpson and Oudaille, the request was granted, on tbe usual conditions, ; From Jas. Hewitt, puntman, Rankle* burn, stating that the small boat be. l longing to the punt was uufit for further use as her timbers were rotten and pnst repair. He explained that it was neces* sary to have a small boat attached to tbe punt as there was no anchor and chain. — On the moMon of Crs Sim and ! Osborne it was resolved to procure a new boat. ( From R. Williamson, dredgemaster, I Millers Flat, requesting on behalf of the , Otago Gold Dredging Company that i permission be granted to construct a t culvert across the road opposite their j bank claim at Millers Flat for the purpose of bringing in the water-race. — Granted. From J. J. Gibson, Lawrence, asking, on behalf of tbe Success Gold Dredging Co., that a road bo formed ft om the road at Waipori Flab to the Success Co.'s claim to allow of coal being carted to the dredge*— -Or Cotton moved, and Cr Osborne seconded, that n subsidy of £ for £ up to £5 be granted for the purpose. — Granted. From R. M'Ara, secretary of the Havelock Dredging Company, asking permission to cross the road leading to Lawrence between Mr Oudaille's store and the viadnct with the dredge on to the mining reserve, the company under* taking to keep the road open and afterwards leave it in good order. — On the mob'ion of Crs Ouda/lle aod Simpson, the request was referred to the Chairman, tbe member for Waitahuna Kiding, and the Inspector, with power to act. From W. Robertson, Tapanui, calling attention to the state of the road leading from Tapanui past his residence. It has been, he said in a filthy condition for many years. He asked that a few loads of gravel be spread there, and also that some trees be cut down. —On tbe motion, of Cr Sim, seconded by Cr Bennetts, the work of gravelling the portion of road reterred to was postponed till a culvert was erected to drain the ground. From Thos. Qqilter and Sons, Waitahuna Gully, applying for permission to work within 10ft of the main road in Butchers Gully and guaranteeing to keep the road safe for traffic and to leave it in good order when finished with it.— On the motion of Ors Oudaille and Cotton, the application was granted subject to tbe Inspector's approval (» bond to be given if oeceaaary). From Jabez Burton, Roxburgh, applying on behalf of J. Waighth for permission to put iron piping across the road at a point eituated between section 5, block 10, Teviot district ; and section 38, block 2, in connection with the water-race. -Granted; the work to be done subject to tbe approval of the , .County Inspector. ' From J. C. Browne, Secretary Tnai peka Agricultural Society, asking for monetary assistance to destroy the t small birds. The Society had spent f £13 15s lOd in the purchase of birds'
egga dud heade, and he avked that' the Gounoil subsidise that amount -by half, — Cr Osborne moved, and Cr Benntts seconded, that a sum of £6 17a lid be granted.— Carried. From the Charitable Aid Board, showing that there are at present 14 persons within the County receiving charitable aid amouuting to £3 183 6d per week.-— Beoeived. < A petition was received from John P, Herbert and 36 other ratepayers in block 13, Green vale district, calling at* tention to the necessity of making the road passable from Kelso to Paradise Fiat. At present the road is rendered ira passable owing to want of formation and gravelling. — Cr Sim moved, and Cr Ottrey seconded, that the road be gravelled at a total cost of £75, £25 to be contributed from d.-p. thirds land and tne remainder by tbo County. — Carried. 1 From B. Hay, C.E., Dunedin, re Fitzgerald's bridge, suggesting that the spaas be taken out, thus reducing the length to 150 ft, and stating if that were done the cost could be reduced by £600. Personally, he was of opinion that it was a pity to shorten the t.rictge, but if it was a question of funds of course nothing more could be said. — Cr Sim moved, and Cr Simpson seconded, that Mr Beunet, M.H.R., be requested to gee the Government subsidy increased from £250 to £500, and that tenders be oallrd for the work for next meetin g. — Carried , From T. Whelan, Roxburgh, asking the Council to continue the work of lay* ing ouc the road through his p r operty so that be may be able to commence the ploughing of his land without delay — It was resolved that the work be deferred till the boundaries be defined; the map to be sent on to Cr Bennetts. From Dr W. Su herland, stating that he was at present treating several cases of measles), there being in on« family at Evans Flat six children ao affected, and in another place a£ Tuapeka Flat two children,— Received. ' From W. Auld, Waitahuna, stating that the natural drainage from block 7, 8, 9, 21, 22, 23,24, and 27 is through the Farmers' Club paddock in block 12, and then through the large culvert that pierces the railway some chains Bouth of the railway bridge. Dredging below the bridge had blocked up the channel and caused the water to lodge in the Farmers* Clab paddock, and to prevent this the Council's surfaceman had cut a new channel to divert the water, into the ditching that run along his fence. He bad previously complained of the cutting of this drain and requested that the water be diverted to its proper channel, and also that the channel be cleaned and the water in the paddock drained off. — It was resolved, on the motion of Crs (Judaillo awl Bonnets, that the Inspector's report in reference to this matter be adopted. From John Tyson with regard to a slip that had occumd on the Blackcleugh road, which was a serious interference with traffic. — The luspector was instructed to employ the surfacemen to make the road passable. From G. H. Welsh drawing attention to gravelling work required near Beaumont school. — The Inspector was instructed to report and if found neces« sary to act. From D. Mnnro, bucther, LawreDCO, asking that a footbridge bo erected across the creek near the Chinese Camp to give access to his slaughteryard, and offering £10 towards its cost. — It was resolved, on the motion of Crs Simpson and Ottrey, that the Oounoil, subject to the Inspector's approval, give a subsidy of £ for £ up to £15 for the work. From D, F. Fleming, Clutha River Board, stating that the Board had ereoted eight sheds along the banks -of the Olufcba River tor the convenience of ratepayer?, and asking that the Council should not impose rates for same. — The clerk explained that the Council had no power to forgo the imposition of the rates unless impecuniosity was proved. Under these circumstances it was decided that no action be taken. From J. P. Uren,dredgemaster of the Gabriels Gold Dredging Co., asking permission to work <he road known ai "Mark M'Crossan's Point," the company being prepared to put a temporary road in its place.— Granted on the usual conditions. From the Teviot Fruitgrowers* Association askiug for a subsidy on £17 expended by them in connection with the small bird pest. — On the motion of Crs Bennetts and Osborne, the request was granted. From C Mullins, asking for payment of 15s wages for two men on holiday arising through the Duke's vißit. — Resolved to make tUe payment as requested, but an opinion was expressed by several of the councillors that the precedent was a bad one and that in future such applications would not be entertained. From Martin Joyoe, Gabriels Gully, complaining of the nuisance created by P, Sloan keeping a piggery adjacent to the public road, — On the motion of Crs [ Simpson and Sim, ie was resolved to instruct the Inspector to report. 1 IffSfECXOB's BJEFOKT. j The Inspector of Works reported as follows for the months of July and August: — "The surfacemen are all employed rounding up the roads in the different ridings. lam also ÜBing the grader for rounding up the roads, and it is doing very good work. I expect to finish the lower ridings in a few days. I expect all the contracts for gravelling and metalling will be started by the end of this month. I have been unable to visit Teviob and Waipori ridings since last meeting, In going over the roads at Waitahuna re water complained of by Mr Auld, I find that the water that is running down the roadline leading to Mr Cowen's homestead shonld go through the Farmers' Club paddock as it is the natural outlet. There is a good ditch on the roadside sufficiently large enough to carry off any water that conies from the adjoining land, but this ditch is blocked up by the landowners putting in small culverts as crossings to and from their properties. 1 would recommend that the landowners be notified to enlarge these culverts. I would also recommend that the Farmers' Club be notified to open up the watercourse through the Club paddock, as I have pointed out to their secretary (Mr M'Ara). Also that Mr Auld (carpenter) be instructed to open up the ditch that runs through his paddock, as it is the old watercourse. If this is not done the culverts erected by the Council will get all silted np, as there is not sufficient fall to take the water down to (he railway crossing. Also that all landowners be notified to trim their fences, as it is next
to impossible to clean out the ditches as they are at present. I wish to inform the Council that some parties in Waitahuna, Gabriels, and Browns ridings are carting dirt and rubbish of all sorts and tipping it down on the roadliues, causing a great nuisance to parties living in the vicinity. The drains from some of these places are in a filthy conditiou. . T also wish to draw your attention to Waipori county by-laws re heavy traffic—the by-law will be placed before you. I would recommeod . that the following works be attended to : — 200 cnbio yards of metal from Logan's Point for road between Lawrence and Tnapeka Hotel ; gravelling footpath at Heriot (1 estimate the oost at £7). Two applications for charitable and i relief were granted — 7s 6d in one case and 4? per week in the other. . On the motion of Cr Cotton, seconded by Cr Bennetts, it was resolved that a general rate of f d in the £ be struck for the year 1901-1902. The application of W. Weatherall for a slaughtering license was recommended on the payraqnb of the necessary fee, 't he request of G. Mullios for a refund of deposit on oontract No. 570 was not entertained. It was resolved, on the motion of Cr Bennetts and Sim, that tenders be called for the erection of a bridge over Millers Creek. On the motion of Crs Bennetts and Simpson it was decided to give the Inspector a month's holiday. It was resolved, on the motion of Crs Cotton and Simpson that the necessary repairs to the cinnabar road be attended to. It was resolved that the engineer be instructed to inspect the Roxburgh bridge at Roxburgh when on his way to the Knobby s. On the motion of Cr Sim, seconded by Cr Cotton, it was resolved that the Tapanui Borough Council be written to to abate a nuisance arising from an open drain discharging on to a County road near the Police Camp, Tapanui, County boundary. It was resolved on the motion of Crs Osborne and Bennetts to gravel the road from Tuapeka Hotel to Fitzgerald'B bridge. Mr Jer. Ryan's tender for bridge construction at Waipori (Shepherds Creek) was accepted ; as was also Mr Wm. Anderson's for the cartage of 800 yards of stone to the Waipori- Waitahuna road, Mitchells Flat.
