London, May sth. During the course of a long and animated debate in the House of Commons to-day, on the vote of credit for £11,000,000 for military purposes, Lord Randolph Churchill characterised in the strongest terms the agreement come to with Russia. H« s iid it was a cowardly surrender of England's rights. The vote was finally adopted, Mr Gladstone consenting to the discussion of the policy of the Government being fixed for Thursday next. In the House of Commons to-night, Mr Gladstone announced that it had been arranged that the work of delimiting the Afghan frontier should be proceeded with in London. Mr Gladstone stated that Generals Lumsden and Stewart had been recalled from Afghanistan. May 7th, It is announced that General Sir Peter Lumsden has resigned, owing to his discontent with the action of England on the Afghan frontier question. It has transpired that King Christian, of Denmark, has been invited by Russia to arbitrate between England and that country in regard to the Penj-deh incident, and that he has signified his willingness to accept the office provided an invitation emanates from the British Government also. , The "Daily Newa" to-day states that the Russian Government have assured England that they have no designs on Herat now or in the future. Melbourne, May 7th. The Government to-day received a telegram from the Agent-general, Mr Murray Smith, in which he Btates he is still doubtful whether peace will be maintained between England and Russia.
