Sydney, 28th February. The report of the Inspector of the Insane showi a large increase of lunacy during the last five years. A correspondent of the Evening News at Noumea reports the state of New Caledonia as very deplorable. Meibottbne, 28th February. The Government have receivpd a communication from the Imperial authorities, who decline to interfere. The Legislature must fight its own battles. It is left to the Governor's discretion to enforce the resolutions of the Assembly with reference to the payment fo moneys voted by that body only.
