Not Observed by Some Dominions. United Press Assn. —By Electric Telegraph—Copyright. (Received December 4, 1.45 p.m.) SYDNEY, This Day. Mr W. P. Endean, M.P. (New Zealand). addressing the Constitutional Association, contended that the spirit of the Ottawa Agreement had gradually been whittled down by the actions of certain Dominions in connection with arrangements with foreign countries. lie said that the spirit of the agreement was: The British farmer first, the Dominion farmer second and the foreign farmer third.
