RED RULE IN CUBA.

People Pay No Taxes and Ignore Government. United Press Assn.—By Electno Telegraph—Copyright. HAVANA, November 28. The Ministry of Justice to-day disclosed that an organisation known as the Realengo Eighteen has taken control of 500,000 acres of Cuban territory and set up a Red regime, where the people pay no taxes and ignore the Havana Government. The independent regime is an outgrowth of armed defiance of Government troops early this month in the hill regions of Guantanamo by landowners who refused to be dispossessed.
