ARBITRATION PLAN.
Definite Proposal to End Strike. (Received July 18. 2.30 p.m.) “ BAN FRANCISCO. July 17. A member of the Roosevelt Labour Disputes Board revealed this afternoon that a definite proposal was under way to end the general strike by submitting the entire controversy to arbitration. with the immediate return to work of all the men involved. The proposal will be discussed and voted upon by a strike committee represer ing the affected unions.
