French Public Must Pay for Defence. PARIS, June 23. A Government Bill, which has just been tabled, contains the most drastic and far-reaching legislation that any country has yet proposed for organising defences against aerial attack. It provides for the compulsory construction of any works that the authorities decide are necessary, and lays down the principle that the cost must be met by those who will benefit from such protection. The State participates only in exceptional cases where “ passive defence ” alone can adequately be assured by the contribution of public money. Contributions from industrial and commercial undertakings will be collected by taxation. The State is empowered to advance money where necessary and to recover it through the income tax officials. Obstruction and disobedience will be punished by imprisonment and a fine. The Left political organisations are conducting a violent campaign against the-Government’s preparations, and are exhorting the public to refuse to cooperate in the scheme.
