Scheme to Organise the Defences of France.

A Bill tabled by the Government contains the most drastic and farreaching legislation that any country has yet proposed for the organising of its defences against aerial attacks.
The Bill makes compulsory the construction of any works the authorities decree, and lays down the principle that the ct>st must be met by those who will benefit from protection. The State will only participate in exceptional cases where “ passive defence ” alone cannot be adequately assured by the contribution of public money, and the contributions of industrial and commercial undertakings will be collected by taxation. The State is empowered to advance money where necessary, and recover it through income. tax officials. Obstruction and disobedience of the laws will be punished by imprisonment and fine.
