Treasury Will Purchase All Gold. PRESIDENT’S PROCLAMATION. United Press Assn.—By Electrlo Telegraph—Copyright. (Received February 1, 12.50 p.m.) WASHINGTON, January 31. The new gold dollar became effective immediately the proclamation was signed b}' the President, who announced to-day that the Treasury would purchase any, and all, gold at a price of 35 dollars per fine troy ounce, subject to the usual cjluctions of mint and handling charges.
