(Received November 28, 1.5 p.m > SACRAMENTO, November 27. Governor Rolph said to-day that the lynching at San Jose of the confessed kidnappers and murderers of Brooke Hart should result in fewer kidnappings throughout the country. At the s»m* time he revealed that he had refused to call troops to prevent the lynching. “ That was a fine lesson to the whole nation,” he said. “ There will be le«s kidnapping in this country now. If anyone is arrested for this good job I will pardon them all.” The Governor's attitude towards kidnappers was further expressed in the statement that he would like to parole to the citizens of San Jose all those inmates of San Quentin and Folsom Prisons who had been convicted cf kidnapping. A message from Atlanta says: The Southern Commission on Inter-Racial Relations issued a statement to-day charging Governor Rolph with being “in effect an accessory before the fact” in the San Jose lynching by refusing to call the miiitia. A New York message says that Senator Keen, of New Jersey, urged the adoption of a Federal anti-lynching law as soon as Congress is convened.
