Germany’s Conduct of Her Affairs. United Press Assn.—By Electric Telegraph—Copyright. LONDON, May 2. Viscount Hailsham, who is Secretary of State for War, proposed the toast of “ International Goodwill ” at the annual dinner of the London Chamber of Commerce in the place of Sir John Simon, Secretary for Foreign Affairs, who is confined to his bed with a chill and is seriously run down. Lord Hailsham said that he had with him the notes of Sir John Simon’s speech which began: “It is useless to conceal the fact that the European situation has seriously deteriorated in recent months owing to German developments.” Lord Hailsham commented amid laughter: “It is not a promising start, so I have decided to discontinue using his notes. “Nevertheless,” continued Lord Hailsham, “Germany has aroused disquiet in Britain and elsewhere, and while I am not desirous of criticising or condemning political events in another country, I am justified in saying that we must hope that Germany’s conduct of affairs, and her attitude towards international problems will do something to quieten that anxiety.”
