Senate Approves Proposal for Embargo. United Press Assn.—By Electric Telegraph—Copyright. NEW YORK, January 11. The W ashington correspondent of the New York Times ” says that the Senate Foreign Relations Committee to-day favourably reported upon a joint resolution empowering the President to join with other Governments in la3'ing an embargo on the export of arms. The committee carried a resolution stating that “ the shipment of arms or munitions from countries producing these commodities may promote and encourage the employment of force in the course of a dispute or conflict between nations.” It is obvious that the resolution is aimed at the hostilities at present proceeding between Paraguay and Bolivia in connection with the Gran Chaco. There is no expectation that the power conferred on the president by the resolution will be used in other parts of the world, particularly in the Orient, where the Senators believed that invoking such an embargo would be likely to prove to China’s disadvantage. __
