The international conference of the Young Men’s Christian Association, which is in session at Cleveland, reached a deadlock over the question of Germany’s responsibility for the war. The subject was introduced in a resolution passed by the committee that no one nation could be held responsible. The resolution proved unacceptable to the French group, while the German group agitated for settlement of the question.
