SYDNEY, December I Arising out of the recent application I by the Railway Commissioners in the = eastern States for the right to vary employees’ awards in order to institute emergency schemes of retrench ment, the High Court was asked by the unions and the Federal Government to decide the question whether State railway authorities made parties j to Federal awards. The. court to-dav I decided in the affirmative.
