COUNT WAKATSUKI FAVOURS SUBMARINES. (United Press Assn.—By Electric Telegraph.—Copyright.) (Received Jamtary 4,2 p.m.) LONDON, January 3. Count Wakatsuki, in the course of a statement, said that Japan did not intend raising the question of the Singaport Base at the forthcoming Naval Conference. He did not favour the abolition of submarines, which he re garded as a weapon of defence, although he expected that limitation of certain types would be discussed. Asked whether Japan would agre< to a three or four-Power arrangement if a five-Power Pact were not reached, he said that Japan came to negotiate with four other Powers and it was ex pected that a five-Power Pact would result from the negotiations.
