(Received December 7, 12 noon) RUGBY, December 6 A circular issued by the Minister of Health and President of the Board of Education urges more local authorities to rise their powers to provide for the care of children before they reach the school age. The circular points out that it is uneconomic to allow the health and stamina of the infants to deteriorate till they are five years old and then to spend large sums of money in trying to cure them between the ages of five and fifteen, when they come under the care of school medical officers. The importance of providing maternity and child welfare treatment and nursery schools for children aged from two to five years is emphasised.
