REDS TO FOMENT TROUBLE AMONG COLOURED RACES.
PROGRAMME ADOPTED BY SOVIET CONFERENCE.

The Riga correspondent of the “Times” states that the Soviet Central Executive held a conference at Moscow to consider the Political Secretariat's programme for rousing the coloured races in South Africa and other British Dominions and in America and also to decide what part the affiliated trades unions should play in this direction. The conference adopted the proposals before it and decided to begin immediately to put the scheme in operation through agents residing in England, various parts of the Empire, and America. It was decided to seek financial support in countries outside Russia and the conference adopted a novel plan for raising money abroad by the sale of tokens of international solidarity. The first step will be the printing of tokens of a total value of £20,000 for sale in sterling, dollars, marks and francs. The Conference further decided to appoint a committee of international negro workers to be attached to the Red International’s Colonial Section.
