FLOOD CONTROL IN WAIMAKARIRI.

OPINIONS OF ITALIAN ENGINEERS ON THE VARIOUS SCHEMES. On behalf of the Waimakariri River Trust, Sir Francis Boys (who is a member of the Trust) submitted the schemes for flood protection from the Waimakariri to several Italian engineers, and in a cable message summarises their opinions. The cable message sets out:— “ I have consulted Italian engineers. Their opinions favour: (1) “Bank and groyne protection of Christchurch at all points with 3ft free board above the highest flood. (2) “ Make the cut, applying Nelson’s method as Sir Alexander Gibb’s is unnecessarily costly, and in the meantime any work below the railway bridge is not necessary. (3) “ While they consider Nelson’s method of rectification above Coutts Island is correct, they recommend us, under our circumstances, to continue our cheaper method of groynes and plantations, recommended by Sir Alexander Gibb. To be effective the groynes must be doubled or trebled in number per mile. (4) “ Encourage plantations on eventual south bank alignment as far as possible, assisted, if necessary, by groyne works. (5) “ Other steps can wait till the necessity for them arises.”
