RUSSIAN POLICE CHIEF CHARGED WITH CRUELTY.
TORTURED PRISONERS IN ELECTRIC CHAIR.

A British United Press message from Kovno states that the trial is continuing of the Chief of Police, Radchis, and several of his staff on charges of torturing political suspects, in an electric chair, till they confessed. It is alleged that som» of his victims were rendered unconscious and one woman became insane. Some witnesses for the prosecution fled abroad and it is alleged that others were shot. Radchis pleads that it is all part of an intrigue by his political enemies.— Australian Press Association.
