(Received June 23. 12.55 p.m.) PARIS, June 22. 1 he French Press has begun to reveal cynicism regarding the Geneva conference naval proposals. “Le Journal ” says that England wants to suppress submarines owing to their terrible war time blow, but they are France’s best means of coast defence. “ Ce Temps ” declares that the three powers are trying to solve in their own interests what belongs to the general domain, and asks, in view of conflicting theories and interests, is there any place for an honest acceptable transaction? The following delegates represent the Governments of Britain, the dominions and India at the conference:— Britain.—Mr W. C. Bridgeman, First Lord of the Admiralty: Viscount Cecil and A ice-Admiral Sir Frederick Field, Deputy-Chief of the Naval Staff. Canada.—Mr E. Lapointe, Minister of Justice. Australia.—Sir Joseph Cook, High Commissioner. New Zealand.—Sir James Parr. High Commissioner; Admiral Earl Jellicoe and Rear-Admiral A. F. Beal. South Africa.—Mr J. S. Smit, High Commissioner, and Mr Piennar, Trade Commissioner in Europe. Irish Free State.—Mr D. Fitzgerald, Minister of External Affairs, and Mr J. A. Costello, Attorney-General.

India.—Mr W. C. Bridgeman, iFirst Lord of the Admiralty.
