AUCKLAND, November 22. At a meeting of the Xo. 1 (City) licensing authority, the city solicitor, Mr Johnstone, stated that whatever might be the true construction of the Motor Omnibus traffic Act, it was clear that the •egulations under the Act contemJated that applications to any par.icular authority should be limited o services wholly within that auhority's district. Mr Johnstone .isagreed with the Judgment M.r A’Jxean. S.M. Th<» legislature had lot omitted to declare that a license was necessary and if it had merely omitted do make special provision -.:o meet the present case (in Takapuna) that omission operated not in favour of but against the applicant, and he must obtain the necessary license, even though strict compliance with the Act may work some . hardship. In his opinion the council would not be jutified in issumg a license for that portion of the vTakapuna-Devonport service outride the Xo. 1 licensing district. An application for a license of his kind was deferred in view of ,- lie. probability of an appeal against the ; Magisterial- .decision. TRAINS COI.X.XDS.
