AMERICA INTERESTED, BUT NOT CONCERNED, OVER CHINESE BREACH
SINO-BELGIAN TREATY ABROGATION DOES NOT AFFECT UNITED STATES. By Telegraph.—Press Assn.—Copyright. Aus. and N.Z. Cable Association. NEW YORK, November 8. It is reported from Washington that the abrogation of the Sino-Belgian Treaty has aroused considerable interest. It is pointed out, relative to American interests, that China cannot renounce her treaty of commerce with the United States, concluded in 1904, and that the Belgian matter in no way affects the position of this country. It is believed in some quarters that the Sino-Belgian abrogation may indicate a reaction in China to the reports of the Commissioners on extra-terri-toriality, the tenor of which Chinese authorities no doubt know and construe for their own interests. It is understood that the American Commissioners’ report opposes the relinquishment of extra-territorial rights at present owing to the chaotic conditions and the inability of Pekin to protect foreigners.
