This legislation is intended to stop the practice which 'Tas been operating for three years, ■under whoh a million dollars worth of Scotch whisky, destined for San Francisco, has been shipped to Vancouver from Glasgow and thence re-sbipped by the alleged export houses aboard "bootlegging steamers for its destination.
