GERMANY AND THE LEAGUE.
THE FIRST STEP. MEMORANDUM DELIVERED. By Telegraph—Press Assn.—Copyright. Reuter's Telegrams. (Received September 30, 11.10 a.m.) LONDON, Septeniber 29. The German memorandum regarding her entry into the League of Nations has been handed to M. Harriot in Paris and Mr MacDonald in London. It was anuuonced recently from Berlin that the German Foreign Office was drawing up a memorandum wherein Germany’s wishes and conditions for entry to the League of Nations would be stated. The memorandum would ask whether a permanent seat on the Council would he guaranteed and would expressly desire that Germany’s entry in no way denoted reaffirmation of war guilt. Germany would seek information in regard to obligations undertaken by becoming a member, especially in connection with the transportation of foreign troops through Germany for the assistance of a neighbouring State attacked by a third nation. The Berlin authorities argued that such transportation would involve a breach of neutrality, especially as regard Russia, and might lead to ihe latter retaliating against a defenceless Germany. The memorandum would also deal with the Ruhr occupation and colonial mandates. Follow mg the decision of tha, German Cabinet to seek entry to the League an an nouncement was made stating, inter alia :—“The Government’s decision is prompted by the consideration that the questions dealt with by the League especially the protection of minorities, the regulation of conditions in the Saar, the question of general disarmament. matters in connection with the carrying out of military control and tho paramount question of the safety and peaceful co-operation of the- nations, can only be solved satisfactorily with Germany’s collaboration, which could, of course, only be that of a great Power on an equal footing with tho other nations.”
