HtS LORY OF SPREYDON FROM 1864. January L 1870 Present—Messrs Tarn-red, Aliln. Hancock and Sharpe. The tender from T. Leathern for forming road through Section 407 for £8 lUs was ordered to stand over. Correspondence was received from the secretary of Public Works replying to the board’s request to eradicate thistles on Canal Reserve to the effect that there was no appropriaion by tho Provincial Council lor that purpose. From his Honor the Superitendent acknowledging the letter from the board recommending the appointment of J. T. Harrop as Inspector of Thistles an 1 stating that the Government did not propose to make any further appointments, but that the road hoards would authorise any private person to give notices under the Act. The HeathcoteHoad Board wrote relating to the offensive mat tor draining into their district from Mein’s boiling down works. Mr Milne who was requested by the board on November 28 last to inspect the road through Section 40 and the repairing of the bridge across the Halswelt River reported that the road should be lowered on the river bank about 3 feet ami the earth carted into the hollow of the road, and that tho bridge should be raised about 2 feet above its present level by driving in 13 feet piles. it was decided that tho matter should stand over until the road was formed- The following accounts were authorised to lie paid:—C. Lewis, gravelling railway reserve road, £2O lis 3d ; X. Leathern, forming road, £32 is 10d ; M’.Mahon, forming road, £8 6s 3d. A Icttei was received from tlie superintendent that the Government was prepared on February 1 to pay the board £2o, being 25 per cent of the amount voted to the Spreydon district by the Provincial Council for the year ending September 30 next. February 9. 1870—A letter was received from .Mr Archer that he intended to make a proposition at the next meeting of the board relating to a scheme which he wished to see carried out by .he board. The following was the scheme as outlined by Air Archer:—(l) To do away with the horse and cart; (2) That all work be P'jX out by contract unless otherwise specially ordered by the hoard; (3) That all rates be collected by contract or by agreement with, the board ; (4) 1-bat the revision of the ratepayers’ roll and the assessment he also contracted for. The following were Air Archer’s reasons for proposing the a]>ove alterations in the manage-ment:-—(1.) That the board having no income except from rates it was necessary to make provision for keeping the expenditure as low as possible; (2) That the working expenses of the board during 1869 had increased by about 10 per cent; (3) That there was not sufficient employment for a permanent clerk as shown by the Ellesmere district with an area of 74,000 acres and managed at a less cost than the Spreydon. district with only an area of 8000 acres : (4) That the working expenses of the board could be reduced to nearly tho following standard :—Collector of rates £2O, revising asul correcting roli and assessment £ls. clerk says two days a week £SO, total £BS.

C. Wilson complaining of tho weeds in tho Halswel! River. The clerk was ordered to reply that tenders would be called at once to clear the river. It was decided to advertise for tenders for cleaning tho rivers for the year ending December ?1, 1870. also for gravelling about twenty chains of the south end of Montreal street. Advice was received from | Tho Christchurch Gas Company to the 1 effort that an application would be made for an Act to authorise the company to break up tho streets and bridges to lay down pipes for supplying Christchurch and suburbs with gas, and asking if the board objected to the proposed undertaking. The board decided to offer no objection, and to sign the lorm. It was resolved to put down a stone culvert at the west end of Hazeldean Road. The clerk was instructed to inspect the bridge across the HalsMel! Jaking into consideration the number of houses that hffve been built during the last twelve months, or are in course of erection Spreydon is becoming a popular residential district. A euchre party was held in the St Mary’s Schoolroom last Tuesday for the south Queen, Miss B.
