Lord Leverhulme. discussing the White Australia policy, declared that it could not fail to retard immigration and the development of the Commonwealth. If Australia’s wonderful resources were to be developed, the introduction of native labour to do donkey work was essential. The dangers following the inception of coloured labour were very much exaggerated, and if a careful selection were made there need be no fear that the native would ever be more than a beast of burdpn. He gave instances of the calamitous result of white men doing the work in tropical climates, as shown in the sugar industry of North Queensland. In order to keep out Fijian sugar, the Government raised a tariff wall which cost the taxpayer £3,000,000 annually. Every man engaged in the sugar industry was costing the Commonwealth £SOO yearly, apart from wages. No matter how laudable the White Australia policy might be, it was impossible to develop the vast areas of the Northern Territory while such a policy was maintained.
