All cigarettes are subject to an excise duty of 40 per cent and a luxury tax of 6 per cent more. The fact that the tax has been paid is certified by a band gummed on the boxes. ! Forgers have found a highly profitable source of income in counterfeiting the band, and about fiA r e hundred million cigarettes, being 25 per cent of the total, now escape duty annually OAving to forged excise bands, representing a loss to the Exchequer of £2,000,000
