DULL TIMES IN THE HOUSES. (Special to the “ Star/*) WELLINGTON September 22. The Prime Minister gently insist*:! on his point, declaring that he would like to see the session over in October and give five weeks for campaigning before the elections. Parliament was not getting on quite as rapidly as h* wished.
