DULL TIMES IN THE HOUSES. (Special to the “ Star/*) WELLINGTON September 22. The Minister of Railways .spent five hours in the task of piloting his estimates through committee in the House to-day. which was at the rate of over a million sterling an hour. Discussion was oil a dead level of monotony throughout, because no speaker could raise a fresh topic. Soon after supper the Railway Estimates passed and the Prime ATinister suggested approaching 2$ millions for Education before adjourning. Some demur was made by Air Sidev to such an important class being taken when many members were absent Actually there were only 32 out of Q 0 members in their place**. The Prime Minister gently insist*:! on his point, declaring that he would like to see the session over in October and give five weeks for campaigning before the elections. Parliament was not getting on quite as rapidly as h* wished.
