The International Peace Congress passed the following resolution ns essential to the industrial restoration ot Europe : Reduction in the reparations to a. sum sufficient to repair the material damage of the wa.r, and which Germany can reasonably be expected to pay willingly. Withdrawal of the armies of occupation. Restoration of the Saar x alley to Germany as soon a.s France’s mines are restored. Abolition of restrictions on international trade. Abolition of armaments. Completion of the League of Nations. Early creation of an international loan to restore Europe. Revision hv the League of Nations of all peace treaties. Recognition of the rights of Russians to govern themselves in their own way. Russian recognition of pre-war obligations. Sufficient financial assistance to enable the Russians to repair the injury they have suffered since the war.
