Official circles in London welcome the principle of tho American naval proposals, concerning which individual members of the Cabinet expressed their delight. It is not likely that Cabinet will discuss the scheme until the exvert s' opinions are received. Mr W. L. Hichens, chairman of the Ostmmeli, liaird Company, points out that armour plate works are useless for other purposes, but he does not regard unemployment from the point of view of either capital or labour as a strong argument against disarmament. Ho suggests that if* only a naval holiday is proposed it would be dangerous to scrap armament plants, which tho owners ought to he enabled to maintain in readiness bv means of subsidies. Mr J. R. Clynes, leader of the Labour Party, says that Lalvour could not oppose disarmament because it entailed temporary unemployment during the transition from useless to useful work. Tie is not opposed to the principle of the Government temporarily subsidising armament firms during the transition period.
