POINTS OF DIFFERENCE. WHAT CHINA WANTS. By Telegraph-Preis Association-Copyright. Australian and N.Z. Cable Association. (Received November 1, 10.45 a.m.) PEKIN, October 31. It is announced that China’s fundamental attitude regarding Shantung is still the same ns it was a year ago, when the Government cabled to its League of Nations representative the following views which the Government publishes for the first time:— (1) China will take back the entire lease of the territory making Tsing-Tao an open port governed by the Chinese Administrative Bureau. (2) China will not recognise the forcible purchases of land by the Japanese since the latter's military occupation. (3) All former German Government property in Tsing-Tao will be controlled by Chinese maritime Customs with the exception of fortifications, which the Chinese Government will control. The Shantung salt fields must be returned to China.
(4) Tsinanfu, Shuntesfu and KaomiH sue ho hi railroads will be managed bv consortiums. The Tsing-Tao—Tsinanfu mainline will be operated by Chinese railway shares belonging to the German Government, which will be equally divided between China and Japan. (5) All mines along the former German railways will be conducted by jrint Chino-Japanese enterprises, ultimately becoming absolutely Chinese.
(6) Japanese troops will bo withdrawn from Shantung immediately. (<) Ts ng-1 ao. Shanghai and Tsing-Tao-Chefoo cables must be restored to China.
(8) Japan must waive all rights to privileges formerlv enjoyed bv tho Germans through Chino-German treaties except where mutual agreement is reached.
