At the International Economic Conference at Caxton Hall, in discussing the reduction of armaments, tho Japanese representative said that though Japan was often blamed for being tho most militaristic country in the world disarmament would he more welcomed there than by any other nation for the reason that Japan is spending nearly half of her revenue on armaments and because it was not thoroughly democratic. Unless every nation became democratised and the workers were effectively represented any world con* ference or the League of Nations could have no far-reaching and truly settling effect on world conditions. Viviani, J'usserand and Serraut to accompany tho Premier, M. Briand, to tho Washington Conference. THE EMPIRE’S DELEGATES. Australian and N.Z. Cable Association. (Received October 14, 10.40 a.m.) LONDON, October 13. Dr Sastri will represent India at the Washington Conference, necessitating postponements of his visits to Canada, Fiji and Australia. Mr Lloyd George has informed the American Ambassador that he has a keen personal desire to attend at Washington and hopes that nothing will interfere with his present intentions to remain there for three or four weeks. Mr Winston Churchill will probably accompany him.
