The Council of the League of Nations has decided to create a High Commissariat to deal with the reparation or foreign countries. The estimated number is two millions, including one hundred thousand of General Vrangel’s troops. The sum of 250,000,000 francs is required to establish the Commissariat. The Governments concerned will bo invited to find the money. They will be asked to examine how far certain Russian deposits in the banks of their respective countries may bo utilised.
