The newspapers unanimously express indignation at Germany’s proposal. in defiance and make a. mockorv of the Allies.. “ Victoire ” considers the only reply to Germany’s insulting challenge is tlie application of the penalties fixed in Paris._ and the sooner tlio better. “Figaro” states that tho penalties must be such as to make Germany open her eyes. According to tlie “Echo do Paris ” tlie railways have received orders to prepare for tho transport of reinforcements to the .Rhine. .The “Petit Journal” says tlie Allies will impose the penalties, with the seizure of Customs, the substitution of Allied for German administration of the Rhine territories, and the military occupation of Mannheim, while a British naval division will occupy Hamburg.
