The “Times” in a leader says that the Home Rule Bill exceeds the strict demands of justice to Ulster. The Government is profoundly mistaken in substituting a Joint Council. The structure of the Irish Parliament flouted the traditional ideal of the Irish people for the sake of placating the sensitiveness of Ulsterites who were left insufficient inducements to co-operate with the southerners. The success of the whole scheme, however, depended upon Parliamentary amendments to the Bdl which, even a& it stands, is preferable to inaction. ■
