RESTORING EQUILIBRIUM.

I'OKDON, January 15. -Ur Asquith, Lord Bryce,.Lord Roboi t Cecil, AH Clynes, Lord luchcapc, Mr Reginald M’Kenna, Air J. H. i nomas and others have signed a memorial to the leading Governments, including and America, urging the taking of international action to restore, the economic stability of the. world. Tho memorial states- It is evident that Germany will have to bear a heavier load than tho conquerors, but care must bo taken that the nirden does not exceed the measure of the highest practicable taxation, and does not destroy the power of production. Germany and Austria must not be rendered bankrupt, or the standard of living lowered so that willingness to pay a just debt will be converted into a , s T ,rit .°f despair and revolt.” The signatories recommend long term credits to the countries ancc to restore equilibrium.
