The Senate rejected a reservation excluding the United States from responsibility for the disposition of German colonies. Mr Hitchcock is making plans to defeat the ratification resolution, with the attached reservations, in order to propose instead a resolution offering ratification without reservation. This, is certain to be defeated. The Democrats will then offer a compromise to the Republicans, on the basis of ratification immaterial reservations.
