Tho_ Senate is considering ’ Senator Moses’s amendment to the League of Nations Covenant, limiting the British votes. Senator Knox argued that the United Kingdom ought not to possess a higher voting power than the United States. Ratification by three Powers allowed the United States to resume relations with, Geo-many, therefore action by Congress would not affect America’s commercial relations ono way or the other.
