WELLINGTON, October 17. The first orders of tlio day arc the second readings of the Treaties of Peace Bill and the External Affaire Bill, both of which provide moans for taking over the administration of Samoa. The latter Bill also deals with the Cook islands, and the third Bill for consideration is the Education Amendment Bill, which is at the committee stage.

It is not expected that tho report upon the naval defence of New Zealand will be debated, in Parliament until the week alter next. The lYime Minister has promised to give'at least an afternoon to the subject.
