The Amsterdam correspondent ox # the “Daily News ” reports that the International Trades Union Congress has agreed that every 250,000 meinuerw entitled a country to a vote. Hitherto the small countries had the same voting power as Great Britain and the United ■States. The new system was 'only adopted after the British and American dele, gates had threatened to withdraw. The alteration was due to a proposal that all countries should contribute a halfpenny per trade union annually to the congress funds. This would amount to £IO,CoO from Great Britain and £BOOO from America.
