. PARIS, July 22. A perusal of the financial clauses of the _ Austrian Treaty shows that the liquidation of the assets of the old Austro-Hungarian Empire compels the Austrian Republic to start life as a bankrupt State, faced with an enemas debt, tremendous currency inflation and overwhelming obligations towards the Allies Will Germany be allowed to undertake the financial and economic reconstruction, or will the Allies assume this responsibility is the pertinent question asked in Peace Conference circles.
