GERMANY AND PEACE.

DANGERS OF DELAY. THE WEAPON OF STARVATION. By Telegraph—Press Association—Copyright. Australian and X.Z. Cable Association. (Received March 5, 11.50 a.m.) LONDON, March 4. It was noteworthy, during the passage of Mr Winston Churchill's army estimates, in his speech pleading for speedy peace, ho said that Germany Was starving and dangerously near tho collapse of her social and national Lite, under pressure of hunger and malnutrition. To delay peace indefinitely would bo to run the risk of having nobody to settle with, and of another great part of tho world sinking into Bolshevism and anarchy. Once Germany signed the peace terms, he said, food and raw material can bo imported immediately. It is repugnant to ns to use the weapon of starvation a moment longer than is necessary to scon re just terms. GERMANY'S LAST TRUMP. ((Received March 5, 11.50 a.m.) LONDON. March 4. The Paris correspondent of the “Daily Telegraph" warns the Aliea that no German Government will sign n treaty embodying some of tho conditions now freely advocated by the Allies. If the Germans reject the treaty offhand the Allies’ difficulties will increase tenfold. When Marshal Foch presented tho recent armistice terms Herr Rantzau asked his colleagues to insist on their rejection. 'They agreed regarding the employment of this weapon, but decided to reserve it for tho definite peace terms, when rejection will represent Germany s last trump.
