He added that Germany’s colonial policy in Africa and the Pacific was not aggressive.
(A cablegram received from London on August 9 said; —Mr Balfour, replying to protests against tho Government’s alleged failure to respond to peace feelers and declare its views on the League of Nations, said that he_ was unable to sec anything in she actions, statements or writings of the German Government, politicians or publicists affording tho slightest hope that peace discussions would -be fruitful now. An almost impassable abyss separated tire Entente And tho Central Powers unless the war represented a changing of heart in Germany, or a complete Entente victory proved to Germany the failure of her policy. Every sign indicated that Germany’s aim was universal domination. There was small hope that Germany would be a peaceful member of a League of Nations until such ideas wore eradicated. The only way of eradicating them was to show that they could not succeed.)
