Japanese Decide the Question.
Audraban and N.Z. Cabla Association. (Received April 10, 8.45 a.m.) LONDON, April 9. The “Daily News” Petrograd correspondent says that the first act of the Japanese at Vladivostock was to proclaim that they do not recognise the Soviets as a privileged class. Vladivostock is openly rejoicing that the lauding is the beginniug of the end of Soviet power. The Japanese action makes friendly Allied co-operation with the Soviets impossible, particularly at the Murman Railway, where the Allies arc assisting the Soviets to prevent the White Finns from seizing the coast, which would allow the Germans to establish a submarine base, preventing traffic with Archangel-
