The ar Council headquarters debated whether to make a new peace offer, including the renunciation of Belgium and concessions regarding Alsace, or to fight to a finish. A on Hindenburg guaranteed the success of the offensive, and won his point by a majority of one. When the Council ended several showed much emotion. Tho Kaiser went to pray. Yqn Hertling was very moody, von Hindenburg alone being unmoved. A Swiss report states that the Kaiser tried to dissociate himself from the decision until the initial successes were won, and then told the soldiers: “This is my own battle.”
