An American Note to Mexico flatly rojects Carranza's demand for the withdrawal of American troops and rebukes Carranza for the discourteous tone and temper of his. Inst communication. Anti-American feeling is at fever heat in Mexico and United States Consuls and citizens aro leaving the country. Carranza hopes that war will he avoided, but it is belioved that he will be unable to restrain his followers. Tho United States has despatched a warship and somo torpedo-boats to Mexican waters. General Funston is appealing for more troops to guard tho frontier, as the present forces are insufficient.
