The "Daily Telegraph, -! commenting on the Loch Maben case, says now that the Victorian stipendiary stewards hive shown that loaded shoes are part of the outfit of some racing men, it would be interesting to learn whether the limited but influential opposition to the paid system of control should bo continued. "It is well known that while the recent carnival was in progress, when tho stewards permitted certain running to go unchallenged, they were styled the 'three blind mice.' When they took action, agitation arose for their removal from ofSce or the curtailment of their powers."
